Manipur News:   Manipur chief minister Okram Ibobi Singh rubbished the allegations of Prime Minister Narendra Modi saying that he has ‘failed to do his homework’ before the visit. The chief minister was addressing the media on Saturday evening at Congress Bhavan. He said, Manipur having 24x7 power supply is taken as a role model during power reformation summit at Delhi. Even the state of Gujarat is not able to implement state model for power supply. Reacting to claims that BJP can end the economic blockade if voted to power in the state Ibobi said, it only shows that BJP is hand in glove with UNC/NSCN-IM. Clarifying that no one in Congress has knowledge of the framework agreement he said, if the framework agreement does not contain anything controversial it should be made public. The 100 days development programme announced by PM Narendra Modi has failed to materialize in the state, he added. Flaunting the Congress government’s achievements he said, the state has been conferred with award three consecutive times for having the lowest infant mortality rate in India. He further said that the frequent visits by union ministers are just for the benefit for state BJP. Union ministers are not just leaders of a particular political party but leaders of the entire nation, he added. Clarifying on the sport university issue, he said that construction of Sports University is the initiative of Central Government and the state was just falicitating the process. No one should play politics with sports and culture, the chief minister warned. ‘We will teach them a lesson in the upcoming election’, Ibobi Singh said. -Imphal Free Press.

Assam News:  Having already earned the distinction of being free from open defecation, alcohol, tobacco and drugs, this tiny village in Assam's Goalpara district now aims to go cashless. Adjudged the state's cleanest village, Rangchapara has also not witnessed any incident of crime in the past at least 17 years. It has now taken a pledge to be plastic-free from next month and plans to become the first village in the country to go cashless, says village head Roberth John Momin. The 'clean initiative' here started much before the NDA government initiated its ambitious Swachh Bharat Mission. "It was in 1999 when the villagers began talking about cleanliness and in 2000 we formed a 10-member committee headed by me," says Momin. "The committee took four resolutions - to be a peaceful and united village, to be a clean village, every household should have toilets and availability of clean drinking water for all," he says. Since the formation of the committee, there has not been any case of open defection, violence or anyone consuming drugs, alcohol or smoking in the village which has 88 households and a population of 475, all Christians. "We announced a fine of Rs 5,001 for anyone who violates our resolutions, but the best part is that the fine was never imposed, as everyone was following the rules," says Momin. Rangchapara was declared the cleanest village in Assam for 2016-17 by the public health engineering department earlier this month and rewarded with a sum of Rs 5 lakh rupees by Chief Minister Sarbananda Sonowal. The village was selected by Omeo Kumar Das Institute of Social Change and Development, a third party which examined every village in the state on criteria like attempts to become open defecation free, presence of pucca toilets and their conditions and attempts to promote awareness on cleanliness. According to Goalpara Deputy Commissioner J V N Subramanyam, the Swachh Bharat Mission was a blessing. "With the help of the mission in 2014 and efforts of public health engineering department, the villagers began to have pucca toilets," he says. "The villagers had no idea that they can be the cleanest in the district, leave alone the cleanest in the state," says Abdul Mozid, Senior Block Development Officer of Balijana. "The village has never seen any conflict; people here live peacefully and unitedly," says Mozid. There is also proper waste management. "You can find a dustbin after a short distance and people dispose of biodegradable and non-biodegradable waste accordingly," he says. The village has two schools - one primary and the other middle. The people are neither very rich nor are highly educated. However, the villagers rue about the condition of roads. The muddy road which connects the village to the district is also not in a very good shape and even the 108 ambulance refuses to ply in the village, they say. "We have been demanding for funds since 2014, but no money has been granted. It is a very serious problem," says Ratna Nath, panchayat president of Balijana Block. However, the steps taken to be a clean village have not only helped the villagers get an award but there has also been a reduction in the number of children falling ill. "People are now connecting health with cleanliness, which has also helped in reducing the number of diarrhea cases to half. The village is a perfect example of what people and government together can do," Subramanyam says. "The village is now a brand and is helping in bringing changes in the nearby villages. People are following its path not only to be clean, but healthy as well," he says. The villagers are predominantly farmers with only seven of them having government jobs. Most of the houses are thatched, but with the help of Indira Awaas Yojana (IAY), now known as Pradhan Mantri Gramin Awaas Yojana (PMGAY), villagers are beginning to have a house made of bricks. -PTI

Tripura News:  Tripura has initiated organic farming in the state and would take lessons from Sikkim on this, Agriculture Minister Aghore Debbarma said on Saturday. "To expand the organic farming of vegetables in Tripura we would take help and knowledge from Sikkim," the minister told IANS. He said that the agriculture department has earmarked 2,000 hectares of land for organic farming of vegetables this year in Tripura and based on the success and demand gradually the area would be extended. "When the production would start, for marketing of the organic vegetables, one counter would be set up in each district and sub-divisions across the state," said Debbarma, also a veteran tribal leader. Debbarma said currently the department in association with the farmers' club are encouraging organic farming in a big way. Last year, Prime Minister Narendra Modi declared Sikkim as India's first organic state where farmers started out by using animal manures instead of chemical fertilisers and pesticides back in 2003. Following Sikkim's step, some other states -- Kerala, Rajasthan and Arunachal Pradesh -- have also diverted all their efforts towards reaching the goal of becoming fully organic. The agriculture minister also said that due to the multi-faceted schemes and steps, the number of tribal "Jhumias" (shifting cultivators) in Tripura decreased by 70.27 per cent. Tribals, who constitute 27 per cent of 45.58 million people in the northeastern states, traditionally practice 'Jhum' or slash-and-burn method of cultivation. -IANS


Nagaland News:  The NSCN (IM) lashed out at some individuals for trying sabotage the Peace talk between the NSCN and Delhi Government by projecting new means as ‘Nagas of Nagaland” and spreading ‘treacherous venom to mislead the people by their menacing atrocious strategy with a tagline “The content of its Framework Agreement” to disgrace the aspiration of the Nagas.’ In a statement through its Ministry of Information and Publicity of the NSCN (IM) stated that their uninspiring campaign will not deter the dedication of true Nagas, it said Nagas were of firm belief that NSCN will bring peace and honourable negotiated settlement of the Naga goals. Stating that the Framework Agreement has become a milestone for the Nagas, which was signed between the NSCN and the Delhi Government on August 3, 2015, on behalf of the Nagas, NSCN(IM) however, expressed unhappiness that some ‘greedy people’ were trying to rebut the Framework Agreement without any decency but to distort it. It expressed sadness that some few Naga dogmatic writers had taken confrontational path despite reposing authenticity towards the Nagas aspiration by the Prime Minister of India towards the Naga aspiration. It felt that Nagas should have more “accommodative spirit” to shoulder the destiny of the Nagas. ”If we are true Nagas, one should not create any logjam towards our objective,’ NSCN (IM) said particularly when the Government of India expressed deep satisfaction towards the Naga issue by recognizing the “uniqueness of the Nagas and its situation.” The NSCN- IM recounted PM Modi, on his flawless speech on the historic day, thanked the Naga leaders particularly for their wisdom and courage, which has resulted in this historic agreement that had lingered for more than six decades. It said that ever since Modi became the Prime Minister of India, he has been deeply concerned in resolving the protracted Naga political issue. He also pronounced that “Framework Agreement” was a shining example of what India can achieve and not only mark the historic agreement merely the end of the problem but the beginning of the “New Era.” He added that India will not only try to heal the wounds and resolved the problem, but also be a part of Naga pride and prestige and declared the Nagalim as the “Guardian” of Indian Eastern Frontier and the Gateway to the world beyond. -UNI

Arunachal Pradesh:  Chairman, State Electricity Regulatory Commission (SERC) Raghunath Prasad Singh along with Secretary Rakesh Kumar conducted an extensive tour to Pasighat in East Siang district of Arunachal Pradesh. While coming to Pasighat from Aalo via Pangin, the duo also visited switchyard of 132/33 Kv at Dura Korong on Friday. It is worth to mention here that Arunachal Pradesh State Electricity Regulatory Commission is responsible for administration and regulation of the electricity and power industry and determine the tariff, transmission and wheeling of electricity/distribution, safety standards, technical standards, environmental laws and development of the industry. Later this evening, Chairman Singh held an interactive cum consultative meeting with the Deputy Commissioner Tamio Tatak and engineers of the circle in the DC’s office chamber. While informing that 132 Kv Aalo-Pasighat tower line is likely to commission soon fulfilling the long pending demand of the people, Singh said, inspection and control of ground systems were necessary for safety and regulatory reasons, and to increase management efficiency. To achieve the objective, experts/inspectors are going to carryout necessary inspection for technical clearance as it would be essential and optimal for the success of the project before going to charge, said Singh adding that it would ensure sustainability and reduce the risk of accidents in energy infrastructures. Secretary Rakesh Kumar briefed on three orders/notifications like i) Electricity Supply Code (ESC), ii) Standard of Performance (SoP) and Consumer Grievances and Redressal Forum (CG RF) and stressed for effective implementation with the help of district administration. DC Tamiyo Tatak added that illegal tapping of power is threat to public safety and cause of shortage of power and deprive legitimate users of the power they need. Most people do not take enough care about using electricity connections. Unauthorized tapping of power for any purpose is supposed to be a punishable offence, but it keeps happening. Within the law or not, they lead to accidents when the unwary come into contact with live wires. Many seem to be playing with electricity and such a casual attitude keeps leading to nasty accidents. There should be strict control over the use of electricity other than through proper domestic and commercial connections. Tatak also urged the commission to implement lower tariff for rural people so that every poor family, residing in interior villages can enjoy electricity and pay bill timely. SE (Power) Er. Duyu Tacho while appreciating the Electricity Supply Code (ESC) has said in many areas people do not posses adequate documents to fulfill the criteria to obtain electricity. He appealed the commission to relook on the issue and to make easier procedure so that the department can regularize power connections to such needy innocent consumers.

Meghalaya News:  Meghalaya's Special Force-10 (SF-10) commandos have shot dead a militant leader, wanted in killings of two Meghalaya jail officials and seven Assam tribesmen, a police official said on Sunday. Singbirth N. Marak alias Norrok X. Momin, a former military wing chief of the United A'chik Liberation Army (UALA), was killed and four or five of his followers were injured in a fierce gunfight on Saturday, a police official said. One AK-rifle, one pistol and a grenade were recovered from the gunbattle site. Based on intelligence inputs, the commandos raided Matronggre forested area, 11 km of Resubelpara, the headquarters of North Garo Hills district, about 315 km west of Meghalaya state capital of Shillong. "The gunfight began when the armed militants fired at the commandos and refused to surrender," Dalton P. Marak, the district police chief of North Garo Hills, told IANS over phone. Norrok, who earlier surrendered before Chief Minister Mukul Sangma, was on the run after the government decided to take action against him for the killings of two Williamnagar prisons officials in East Garo Hills in 2010 and of seven Rabha tribesmen in Assam's Goalapara district in 2013. In fact, the UALA was formally disbanded after Norrok and the outfit's chairman Novembirth Marak and 68 cadres surrendered with their weapons and ammunition to the Chief Minister on June 10 last year. Police officials said that the death of Norrok is the deadliest blow to his newly formed United A'chik National Front (UANF) militant outfit, which operates in Meghalaya and Assam border areas. "Norrok's death in the gun battle was a major achievement for us (Meghalaya Police) as he along with William Sangma, a hardcore criminal, was trying to raise the ugly head of militancy in the bordering areas with the help of NDFB (National Democratic Front of Bodoland) militants," Dalton said. The police official said that the combing operation is on to nab the fleeing militants. -IANS

Mizoram News:  Mizoram has the highest rate of child abuse in the country, with as many as 568 cases of sexual abuse against children reported between January 2012 and January 2017. This was highlighted during the kick off ceremony of a massive campaign for protection of child against sexual molestation in Aizawl on Thursday last. It was highlighted that cases of sexual abuse against children have been on the rise in Mizoram since 2012. Children are not safe anywhere in the State as most cases of child sexual abuse were committed by relatives, friends and teachers of the victims, according to a report. Child Welfare Committee (CWC) recorded that there were 62 cases of child rape during 2012-13 and 41 during 2013-14. The case has increased from 136 in 2014-15 to 182 in 2015-16. From 2016 till January 2017, there have been 147 cases of child rape so far. Officials of CWC said that the number of cases of child sexual abuse is increasing each passing year. Organised jointly by District Child Protection Unit, Aizawl, World Vision, SCERT and Mizoram Primary School Teachers Association, the launching ceremony of the campaign for protection of child against sexual abuse was held on Thursday at State IPR auditorium here. Parliamentary secretary for Education Joseph Lalhlimpuia was the chief guest on the occasion. Speaking on the occasion, Lalhlimpuia emphasised on the importance of protecting children against sexual abuse as the rate of child molestation has been on the rise in Mizoram with each year since 2012. He said that the increasing number of cases of child sexual abuse is quite alarming in Mizoram when compared to the total population of the State. He also lamented that Mizoram has the highest child rape cases in India as per the National Crime Record Bureau. -NNN


Sikkim News:  The High Court of Sikkim has granted regular bail to SKM President PS Golay. In the hearing held on Friday, chief justice SK Agnihotri granted him the bail and further suspended the sentence till disposal of the appeal made by Golay in the High Court against the judgement of the trial court. The special trial court had convicted and sentenced the 5 time legislator to one year’s simple imprisonment under prevention of corruption act. Golay, along with Til Bahadur Gurung was held guilty for corruption amounting to Rs. 9.5 lakhs in a milching cow distribution scheme. Both were granted bail and had their sentences suspended till the appeal is heard by the High Court. SKM party workers who had gathered in strength at the High Court were relieved and happy with the judgement of the High Court. Notably, PS Golay was disqualified from the Sikkim Legislative Assembly following his conviction by the lower court.
